A. When you say "who is authorized to record documents" - anybody can physically bring the document into our office for recording, or it can be mailed by U.S. Mail, Fedex, etc. B. When you say "to record documents against a property" are you talking about liens? C. If so, there are different kinds of liens. Tax liens would arise from a government agency such as the IRS or State Department of Taxation and Revenue, so an employee from one of those agencies would be authorized to sign the lien. Mechanics liens would arise from the person or business who performed a service, such as a plumber or other repair person, so that person, or his representative (secretary, book keeper) would be authorized to sign.
D. When you say "who's original signature (for the first signature)?" - do you mean who
signs on deeds, etc.? That person would be the grantor (the person granting the property) to somebody else (the grantee).
